Should I study at a Chinese university?

I think it depends on how you feel about China, and where you want to go.

The qualities of Chinese universities varies greatly, and i think you should check which university you would like to attend. For example, one of my friend in Jiaotong University says that she need to do a lot of research and homework in her spare time, and the workload is almost as heavy as those US top universities. However, another guy in a private university (p.s:private universities are usually not good ranking ones, and most Shanghai parents consider them backups to ensure that their kids' college degree.) says that he often cut classes in order to play Dota in the dorm.

I believe that you should choose top universities like Jiaotong, Fudan, Tongji if you want to go Shanghai, or Tsinghua, Peking in Beijing. By the way, I believe metropolises are better for foreigners.(And the admission is far easier for foreigners)

After choosing the correct school, you can feel the curriculum and the atmosphere by yourself, and then decide whether you would stay longer.

Mandarin is indeed a tough language, but i believe that Chinese are especially warm to foreigners, and they would definitely help you with the language. I strongly recommend you to learn Mandarin before coming China mainland since most homework, report, writing and reading are in Chinese. (Google is blocked in China mainland). If you don't think you can learn Mandarin that fast, Hongkong may be a better choice for you since they speak English a lot.

Hope the answer helps. Welcome to China.
